"How do policy entrepreneurs bring about policy change (or not) during crises? Do they use the same strategies and are they as effective or even important as they are in normal policymaking? I will adapt a framework of policymaking to a crisis context and use examples from the United States, Russia, and Greece to explore the role of policy entrepreneurship in bringing about policy change (or not). The research has implications for theories of policy change and crisis management."
