Angela Tacea est maîtresse de conférence en science politique à Sciences Po Grenoble.
"The proposed project investigates whether and why some European Union (EU) institutions are more successful than others in advancing their own positions through the legislative process and in the final adopted act. Although the role of EU institutions in the decision-making has been widely studied, EU scholars have been long divided on the balance of power between supranational institutions and intergovernmental actors. Challenging existing preference centred approaches, the proposed research aims to advance our understanding about ‘who wins and who loses’ in the EU, by integrating policy substance - defined as the policy issue content - into the study of EU law-making. Using pioneering methodology of natural language processing and supervised learning, the project develops a measure of legislative effectiveness of EU institutions that is parsed by policy substance. Methodologically, the project will bring EU studies into the age of machine learning. The proposed measure is used to investigate how institutional and policy related factors lead some EU institutions to be more effective in the law-making process than others. The theoretical advances and the new data gathered will make a significant contribution to the political science scholarly community, and this through reconsidering the importance of integrating policy substance into the study of EU lawmaking."
